Dragonflight doesn't believe in destiny. World of Warcraft is always expanding and also removing old and legacy content from your game.
That's the problem now with the current ninth expansion, Dragonflight, which, while preparing for the update, has made some changes and patches to some of its functionality and leveling systems and modes.

One of the issues that is now causing quite a bit of trouble for players is the inability for some to launch Threads of Fate even if they meet all the requirements to do so.

Why can't I use Threads of Fate?
While several players can still use Threads of Fate as a leveling option for their characters and no fixes are needed for them, there are some players reporting that they are unable to start Threads of Fate in Dragonflight. And while one might speculate that this is indeed a bug or glitch, it's not. It's a permanent change that was implemented in World of Warcraft on November 15th. According to official Blizzard support, any character who picked up Threads of Fate before November 15th will be able to finish it. On the contrary, those who did not choose this option will not be able to select it from now on. Also, if you chose Threads of Fate, do not choose Shadowlands – Realms of Death from Chromie Time, as you will lose access to World Quests up to level 60, retaining most of Threads of Fate's resources.

So this is pretty much the state of affairs now. If you have the ability to use and initiate Threads of Fate in Dragonflight, then you're in luck. If, on the other hand, you can't, proceed to the Death Realms to continue leveling up.
